WINDSOR LOCKS, CT — Scannell Properties, an Indiana-based industrial developer, has filed a revised proposal to construct two warehouses totalling 881,500 sq ft on a 76-acre site at the intersection of Old County Road and Route 20. The scaled-back application follows a 2023 rejection of a larger plan due to community concerns.
The new proposal includes a 494,000 sq ft large warehouse and a 387,500 sq ft smaller one, both under 50 ft in height, with parking areas, loading docks, stormwater infrastructure, landscaping, and energy-efficient, modern exteriors. Scannell plans to begin construction of roads, utilities, and the smaller building as early as 2026, followed by the second phase. The full project is expected to take two to three years to complete.
An economic study projects the creation of over 150 construction jobs, 110 permanent warehouse roles, and 50 truck driver positions. The town could see an annual revenue boost of nearly $7 million and $1.4 million in new tax revenue. The proposal also includes community-sensitive additions such as sound barriers, fencing, upgraded drainage systems, and a traffic signal to address noise and congestion concerns.
Windsor Locks officials are currently reviewing the plan, with a public hearing expected soon.
