The Kerala government has revived the Outer Area Growth Corridor (OAGC), a major urban and industrial development project designed to support growth around the Vizhinjam International Seaport. The initiative has gained fresh momentum following key administrative approvals and procedural advancements.
As part of the latest developments, the Local Self Government Department has transferred the OAGC master plan to the Capital Region Development Programme-II (CRDP-II). This move will facilitate the inclusion of final recommendations before the proposal is forwarded to the Finance Department for approval.
The project’s progress comes alongside funding clearance for the Outer Ring Road (ORR), a crucial transport corridor connecting Vizhinjam and Navaikulam. Stretching approximately 62 kilometres, the proposed OAGC is envisioned as Kerala’s primary framework for port-led industrialisation and planned urban expansion.
The corridor will feature eight major economic hubs across locations including Vizhinjam, Kovalam, Nedumangad, Mangalapuram, and Kilimanoor. Planned developments include logistics parks, industrial zones, commercial centres, healthcare and tourism infrastructure, and the proposed Neopolis IT hub at Mangalapuram.
Through the OAGC, Kerala aims to strengthen regional connectivity, reduce congestion in Thiruvananthapuram, attract investments, and create new growth centres. The project reflects the state’s long-term strategy of leveraging Vizhinjam Port as a catalyst for economic development and infrastructure expansion.
