Expert Opinion: Building Safely Is Now a Priority for Himachal

Date:

Himachal Pradesh’s move to bring regulations for construction near rivers, streams and other water bodies is a timely and important step. The state has faced repeated flash floods, cloudbursts, landslides and heavy rainfall in recent years. These events have shown how risky unplanned construction can become, especially in areas close to natural water channels.

The proposed rules can help reduce future damage if they are based on the actual risks of each location. A common rule for every area may not always be practical because rivers, streams and drainage channels differ in size, flow and surroundings. Local authorities and panchayats should therefore be given a clear role in identifying safe construction zones.

At the same time, regulations must not remain only on paper. Construction permissions should involve proper checks and buildings coming up in high-risk areas should be stopped before they create a danger to residents. Existing buildings in vulnerable locations should also be reviewed, with suitable safety measures where possible.

Public awareness will be equally important. Many people may not understand how blocking a natural drainage path or building too close to a river can increase flood risks for an entire neighbourhood.

Himachal needs development, but development must respect its fragile geography. Stronger planning, responsible construction and strict enforcement can help the state grow without increasing disaster risks. The goal should be simple: build where it is safe, protect natural water channels and make public safety the first priority.
