Big Shift in Railway Contracts

In a clear step towards stronger infrastructure delivery, Indian Railways has tightened its eligibility norms for construction bidders. This decision reflects a growing focus on quality, accountability and timely execution in one of the country’s most important sectors.

The revised framework places greater emphasis on selecting experienced and capable contractors. Firms bidding for projects will now be assessed more strictly on their technical strength, financial capacity and past performance. For large projects above ₹10 crore, bid capacity checks have been made mandatory to ensure that only those with adequate resources take on major responsibilities.

Another key change is the requirement for contractors to directly execute a major portion of the work. With at least 60 per cent of project work to be handled under their own supervision, there is a stronger push towards ownership and control. At the same time, limits on subcontracting have been reduced, which will help maintain better quality standards across projects.

The new norms also introduce higher experience thresholds. Contractors must now demonstrate relevant experience, including work in railway-related projects. This ensures that those entering the system understand the complexity of railway infrastructure and can deliver with precision.

This move signals a positive shift in public project management. By strengthening entry conditions, Indian Railways is promoting a culture of preparedness and professionalism. It encourages serious players to participate while raising the overall standard of execution.

In the long run, such reforms are expected to support faster project completion, better use of public funds and improved infrastructure quality. As India continues to expand its railway network, these steps will help build a more efficient and future-ready transport system.
