Goa Approves Construction-Focused Incentives to Boost Logistics and Warehousing Sector

The Goa State Cabinet has approved the Goa State Logistics and Warehousing Incentives Scheme, 2025, a three-year initiative aimed at positioning the state as a competitive logistics hub. The scheme aligns with the Goa Logistics and Warehousing Policy, 2023, and complements national programs like PM GatiShakti and the National Logistics Policy.

Designed to strengthen infrastructure and encourage private sector participation, the scheme also emphasizes skill development for Goan workers. Under the package, eligible units can claim reimbursement of 10–15 percent of fixed capital investment, capped at ₹50 lakh per unit, along with a 50 percent interest subsidy for 3–5 years, limited to ₹25 lakh annually.

Additional incentives include 100 percent reimbursement of stamp duty and registration charges up to ₹10 lakh, and electricity duty reimbursement for cold chain units capped at ₹5 lakh per year. To promote employment, the scheme offers a skill development subsidy of ₹5,000 per Goan worker, covering up to 1,000 workers annually.

For companies to avail full benefits, they must ensure 60 percent of their workforce comprises Goans. Officials said the scheme is expected to attract investment, improve construction-linked infrastructure, and generate jobs, thereby enhancing Goa’s role in India’s logistics ecosystem.
