SPMP Launches Logistics Port Project for KDS Container Terminal & Berth Development

Syama Prasad Mookerjee Port (SPMP) has launched a competitive bidding process to appoint a private developer for the integrated development of the Outer Container Terminal (OT-1 and OT-2) and Berths 1 through 5 at the Kolkata Dock System (KDS) in West Bengal. Under a hybrid Build–Design–Finance–Operate–Transfer (DBFOT) Public-Private Partnership (PPP) model, the successful concessionaire will receive the project site on the award date and assume responsibility for both construction and long-term operations.

The comprehensive scope covers detailed design, berth construction, installation of handling and maintenance equipment, and ongoing terminal operations. With an estimated project cost of ₹832.25 crore, the development will roll out in two phases. Phase I spans the first 30 months following concession award, focusing on foundational works and initial berth completion. Phase II will commence upon site handover for the remaining berths and must be completed within 18 months.

SPMP officials emphasize that enhancing KDS capacity is critical to accommodate rising container traffic and to streamline cargo handling along the Hooghly River. By modernizing berths and integrating cutting-edge terminal systems, the port authority aims to bolster regional trade efficiency and support economic growth in eastern India. Proposals are due by the deadline specified in the bid documents, after which SPMP will evaluate submissions based on technical expertise, financial robustness, and operational readiness.
