The National Highways Authority of India (NHAI) has announced plans to implement a structured skill development program aimed at strengthening the workforce involved in national highway construction across India. The initiative is designed to improve construction quality, safety standards and project efficiency as India rapidly expands its highway infrastructure.
To ensure the program is practical and impactful, NHAI has carried out detailed mapping of the highway construction workforce, identifying labour clusters at the district and village levels. This data-driven approach allows training to be delivered closer to where workers originate, making skill development more accessible and effective.
The program will involve collaboration with Industrial Training Institutes (ITIs), engineering and diploma colleges and experienced industry professionals. Skilled workers with extensive on-ground experience will be developed as master trainers, enabling peer-to-peer learning and the creation of a sustainable talent pipeline for the sector.
Training modules will focus on modern construction techniques, safety practices, quality control and the use of advanced equipment. NHAI plans to roll out the initiative with support from highway construction companies, using a mix of seed funding and corporate social responsibility contributions. A dedicated digital platform is also expected to host training content, allowing workers to upgrade skills continuously.
By investing in workforce capability, NHAI aims to reduce execution delays, improve durability of road assets and ensure long-term efficiency in highway development. The initiative marks a strategic step toward building a skilled, future-ready construction workforce aligned with India’s infrastructure growth goals.
