India’s Road Safety Challenge Needs More Than Stronger Laws

India’s road safety framework has undergone an important transformation, particularly with the Motor Vehicles (Amendment) Act, 2019. The legislation strengthened penalties, improved accountability and introduced provisions aimed at protecting road users and improving post-crash response. But safer roads cannot be created through legislation alone.

The continuing scale of road fatalities highlights the gap between policy and implementation. Helmet and seatbelt compliance, child safety, enforcement, road engineering and emergency response remain uneven across the country. This makes it important to look at road safety as a complete system rather than as a collection of individual measures.

A stronger approach would bring together safer infrastructure, effective enforcement, safer vehicles, better driver behaviour and faster emergency care. Technology can further strengthen this ecosystem through intelligent traffic systems, real-time crash reporting, data-driven enforcement and advanced vehicle safety features.

Equally important is the role of citizens and institutions. Parents, schools, transport operators, employers, manufacturers and government agencies all have a part to play in reducing preventable deaths and injuries.

The larger shift India now needs is from simply having stronger road safety rules to building systems that make those rules work every day.

A truly safe road environment should recognise that human errors will happen and ensure that those errors do not inevitably result in serious injury or loss of life.
