India is aggressively boosting its domestic shipbuilding industry as part of its Atmanirbhar Bharat mission. The government plans to establish eight mega shipbuilding clusters along its coast, five greenfield sites in Andhra Pradesh, Odisha, Tamil Nadu, Gujarat and Maharashtra, alongside three brownfield expansions in Vadinar, Kandla, and near Cochin Port.
Union Shipping Secretary TK Ramachandran confirmed that land parcels are pre‑approved, with connectivity via road and rail and waterfront infrastructure like breakwaters also lined up. These integrated clusters will support ship manufacturing, equipment production, bunkering, insurance, leasing and vendor services.
Currently accounting for less than 1% of global shipbuilding, India aims to rise into the top 10 by 2030 and top five by 2047 under the Maritime India Vision 2030 & 2047. The domestic fleet share will increase from 5% today to 7% by 2030 and a commanding 69% by 2047.
Developing the required infrastructure may demand around ₹2 trillion over five to six years, contributing to the broader ₹3–3.5 trillion Maritime India Vision roadmap.
