India’s $1.2 Billion Construction Equipment Push Puts TBMs in Focus

India is reportedly finalising a major incentive programme aimed at strengthening domestic manufacturing of advanced construction equipment, with tunnel-boring machines (TBMs) emerging as a key focus area. The proposed scheme, estimated at $1.2 billion, could also support the local production of elevators and firefighting equipment while attracting significant fresh investment over the next seven years.

The initiative reflects India’s efforts to reduce dependence on imported construction machinery, particularly TBMs used extensively in metro rail, highway and other large infrastructure projects. Building domestic capability in this highly specialised segment could improve supply-chain resilience and support the country’s expanding infrastructure pipeline.

The policy is expected to encourage greater value addition and investment in local manufacturing. Companies such as BEML and Larsen & Toubro could potentially benefit from the push towards indigenous production, while the broader construction-equipment ecosystem may gain from increased research, technology development and manufacturing capacity.

However, developing competitive domestic TBMs will require significant technological expertise, investment and sustained execution. These machines are highly sophisticated, making research and development capabilities crucial to the success of any localisation programme.

If implemented effectively, the proposed initiative could become an important step in strengthening India’s construction-equipment industry. By combining infrastructure demand with domestic manufacturing incentives, the policy could help create a more self-reliant and globally competitive ecosystem for advanced construction technology.
