NHAI Debars Megha Engineering for Kerala NH‑66 Slope Collapse; ₹9 Cr Penalty Imposed

The National Highways Authority of India (NHAI) has debarred Megha Engineering & Infrastructure Ltd (MEIL) from submitting bids for any future NH projects for one year following the collapse of slope protection works on the Chengala–Neeleshwaram stretch of NH‑66 in Kasaragod, Kerala on June 16, 2025. The failure was attributed to improper design, insufficient slope stabilization, and a lack of adequate drainage—violating its Hybrid Annuity Model (HAM) obligations.

In addition to debarment, MEIL has received a show-cause notice and may be fined up to ₹9 crore, while being mandated to reconstruct the collapsed slope-protection at its own cost. The project under HAM includes a 15-year maintenance clause, making MEIL fully responsible for the repairs.

An expert panel featuring specialists from the Central Road Research Institute (CRRI), IIT Palakkad, and the Geological Survey of India (GSI) has been convened to analyze the site, assess design and construction shortcomings, and recommend comprehensive remedial steps to prevent recurrence.

This incident follows similar failures on NH‑66—such as the Malappuram embankment collapse in May led to debarment of KNR Constructions and suspension of onsite personnel —highlighting persistent infrastructure safety issues in Kerala’s highway expansions. The NHAI’s action underlines a stringent stance on contractor accountability and structural integrity in national projects.
