Haryana Irrigation Dept Forensics: 18 Out of 48 Material Samples Fail Quality Tests

Haryana’s Vigilance wing uncovered serious quality lapses in ongoing irrigation projects: out of 48 construction material samples tested, 18 failed to meet required standards—a breach of nearly 38%. The affected materials included hardened concrete and HDPE pipes used in canal rehabilitation schemes across 16 departmental circles.

In response, the government has initiated disciplinary proceedings against 80 department officials—from junior engineers to chief engineers—for negligence and corruption under Sections 7 and 8 of the Haryana Civil Services (Punishment & Appeal) Rules. Senior officials may face minor penalties like censure, while junior and mid-level engineers could face harsher penalties, including dismissal or compulsory retirement .

Irrigation Minister Shruti Choudhry emphasized a zero-tolerance policy: “There will be no compromise on the quality of construction materials.” She confirmed that inspections and raids were triggered by repeated complaints and warned that the state will seek to recover payments made on substandard work.

As several projects near completion, the government’s swift action is a stern signal to deter future misconduct and uphold structural integrity in public works. Officials now face formal charges and potential financial restitution, as Haryana doubles down on accountability and quality assurance.
