The Works Minister of the Odisha Government chaired a key review meeting to assess construction materials pricing and its impact on ongoing and upcoming infrastructure projects across the state. The discussion comes amid concerns over cost escalation affecting project timelines and budgets.
Officials reviewed prevailing rates of essential materials such as cement, steel, aggregates, bitumen, and sand, examining recent price trends and regional variations. Contractors and departmental engineers highlighted how volatility in input costs can strain contracts, delay execution, and increase financial stress on project stakeholders.
The Works Minister emphasised the need for transparent, realistic, and periodically updated schedule of rates (SoR) to ensure fair compensation, smooth execution, and quality outcomes. Departments were directed to strengthen market monitoring mechanisms and improve coordination with procurement and finance teams to minimise disruptions.
The meeting also explored measures to streamline approvals for rate revisions where justified, while maintaining fiscal discipline and accountability. Officials underscored the importance of timely decision-making to keep flagship road, bridge, irrigation, and urban infrastructure projects on track.
Industry experts welcomed the review, noting that predictable pricing frameworks are critical for efficient infrastructure delivery. By proactively addressing material cost challenges, the Odisha Government aims to enhance execution certainty, protect public investment value, and sustain momentum in the state’s infrastructure development programme.
